About

As part of the EU Green Week event series, on the 28-29 September 2020, the Bulgarian and Romanian Cluster Associations, together with the European Clusters Alliance and supported by DG Grow, Enterprise Europe Network and the Horizon 2020 Be Rural & Celebio consortia, organise a hybrid conference (onsite and online) dedicated to the topic of bioeconomy as driver for green, sustainable and inclusive growth.

Day 1 will look upon bioeconomy from several perspectives such as agri-food value chains, reskilling, S3, emphasising on the role of clusters as pillars of industrial ecosystems.

In addition to main theme of the event, organisers welcome involvement from other industrial sectors and their cluster representatives, providing a special pannel for pitching opportunities, to showcase latest developments and potential for cross-sectorial co-operation.

Day 2 is dedicated to a joint working session of RO & BG clusters towards a common approach in the Danubian and European contexts.

The event is free of charge for onsite and online participants.

ULLA ENGELMANN

Head of Unit in DG GROW, Internal Market, Industry, Entrepreneurship and SMEs, European Commission

Short Bio

Ulla Engelmann is a Head of Unit in DG GROW, the Directorate General being responsible for Internal Market, Industry, Entrepreneurship and SMEs, at the European Commission. Her portfolio covers Social Economy, European Cluster Policy, Skills for industry, as well as specific aspects of Advanced Technologies including Intelligent Cities Challenge. In a previous function, her unit was responsible for women entrepreneurship and entrepreneurship education. She worked at the Joint Research Centre (JRC), the in-house science service of European Commission, for many years in different functions. She started in the JRC in Ispra (Italy) in 1993 as a
post-doc in fusion research, and moved on to manage various units (communication, international relations, and others) in Ispra and Brussels. Dr. Engelmann holds a PhD in analytical and radiochemistry completed at the National Research Centre in Karlsruhe.

ANTONIO NOVO GUERRERO

President of the European Clusters Alliance

Short Bio

Antonio Novo Guerrero combines his training as a technologist and psychologist to develop his professional life around Collaborative Innovation through Clusters. He is Managing Director of the Cluster IDiA, which brings together 81 Aragonese companies and institutions that collaborate in the development of ICT projects. He held the presidency of the European Cluster Alliance and of Clusters.es, the Spanish Federation of Clusters.

He is also member of the Expert Group on Clusters of the European Commission. Antonio Novo Guerrero is currently co-leading, together with a representative from Canada, the Smart Digital Ecosystems through Clusters group of TCI Network, the global cluster network.

Arch. Lubomir Stanislavov

CEO of Automotive Cluster Bulgaria, Executive Director of BRAIT

Short Bio

Arch. Lyubomir Stanislavov is one of the most famous architects in Sofia. He is the owner and chief architect of the architectural studio S Architectural Team. His professional portfolio includes emblematic buildings from Sofia. Arch. Stanislavov is the author of the reconstruction of the National Palace of Culture in connection with the Bulgarian Presidency of the EU Council 2018. He has worked on Serdika Mall – one of the largest shopping and office centers in Sofia. He has gained considerable experience both in the design of residential buildings and residence complexes (complex Plana Heights), as well as in industrial buildings for the automotive industry (extensions of plants from international companies like Festo and Etem).

Arch. Stanislavov is one of the founder of Automotive Cluster Bulgaria and currently he is Member of the Board and CEO of the Cluster. He works actively and promotes the entry of new investments in the automotive industry in Bulgaria. He has excellent relations and active communication with government representatives and organisations and the actual automotive business.

In February 2020, arch. Stanislavov was elected executive director of the Bulgarian Employers’ Association Innovative Technologies. In this role he works actively for greater publicity of the cluster organizations and for the inclusion of BRAIT in the advisory council to the Bulgarian government. On his idea, a mapping of 14 sectors of the Bulgarian industry was made, which gives a selective picture of the territorial distribution, the number of employees and the turnover of each of the companies.

Daniel Cosnita

President of the Romanian Cluster Association

Short Bio

Graduated both as an engineer and economist, Daniel Cosnita has been working in the last 15 years in the fields of technology transfer and innovation, regional economic development and clusters. Since 2008 he has been supporting the Romanian Ministry for Economy in the generation of the national cluster policy, by performing the cluster mapping exercise at national level, contributing to the elaboration of the Guide of Applicants of the financing schemes dedicated to the poles of competitiveness. Currently he is acting as an expert for the Romanian Ministry of Economy in the elaboration of the new competitiveness strategy document and for the Romanian Ministry for European Funds in the development of the new structural funds programming period 2021-2027. He acted as a consultant for the Algerian government in setting up a national network of business incubators, for the Turkish government in the elaboration of the national cluster strategy and for the Armenian government in the elaboration of the innovation strategy. Since 2011 he has been the president of the Romanian Cluster Association. He has been a member of the Export Council of Romania since 2011 and of the National Council for Technology Transfer and Innovation since 2016. He is a member of the Cluster Excellence Working Group of the EU Strategy for the Danube Region and of the Research & Innovation and Cluster Working Groups of the Enterprise Europe Network.

Liyana Adjarova

Executive director of the Energy Agency of Plovdiv, Bulgaria

Short Bio

Liyana Adjarova was a founder and since 2000 has served as executive director of the Energy Agency of Plovdiv, Bulgaria. In this position, she is involved in environmental and energy analyses, sustainable energy, including biomass utilization planning at local and regional level, energy and resource efficiency, renewable energies, waste to energy project identification and development. She is also a member of the Management Board of Green Synergy Cluster.

She initiated establishment of the Office for knowledge transfer about the quality of solid biofuels and its core research infrastructure – the Laboratory for testing of biofuels, compost and bio-wastes, accredited according to the ISO 17025.Nowadays, it is one of the 25 laboratories approved b the European Biomass Association as a testing body for ENPlus pellets quality certification scheme. The Laboratory is testing facility and technologies development consultancy in one providing quality testing of biofuels, compost, bio-wastes and bio-based products and assisting companies to develop bio-based technologies.

Previous positions/involvements include: Secretary General of the Committee on the Use of Atomic Energy for Peaceful Purposes, Sofia, 1997-1999; Ministry of the Environment’s Public Information Department, Sofia, 1997; Head of Laboratory, Institute of Meteorology and Hydrology, Bulgarian Academy of Sciences, Sofia, 1981-2000; South Eastern European Programs Director, EarthDay Network, 2003; and NRC/IAEA Fellowship Research Postgraduate Program, Chemistry Department, Clemson University, Clemson, SC, USA, 1992-1993.

Daniela Tchonkova

Program Manager at Applied Research and Communications Fund (ARC Fund)

Short Bio

Daniela Tchonkova has over 20 years of experience in EU project at both micro level (SME) and macro (policy) level in the field of research, innovation and technology transfer. She is managing the Innovation and Business Support division of ARC Fund Group.

Her expertise at micro level features a portfolio of support and advisory services to SMEs on innovation and international tech-transfer, commercialization of R&D results, business internationalization, digital transformation and Industry 4.0 under the EC Framework Programmes – H2020 and COSME, FP7 and CIP, FP6, FP5. She coordinates the Enterprise Europe Network in Bulgaria and acts as key account manager of a client in his client journey. Ms. Tchonkova is licensed innovation management consultant by the Imp3rove Academy/ATKerney. Delivers individual coaching as well as training and capacity building seminars to businesses in the above domains.

At macro level her track record involves a number of Interreg and Technical Assistance (TA) projects. The Interreg Europe projects target assessment of innovation policies and improvement of their efficiencies. The InnoBridge project addressed national and ERDF policy instruments that enhance R&D results commercialization and resulted in endorsed action plans for improvement. The ESSPO project assessed the National Innovation Fund and equipped the Bulgarian Agency for SME Promotion with an improvement action plan. Major TA projects in Daniela’s track record as key expert include: ‘Smart Specialisation Strategy (S3) – Croatia’, ‘Transforming regions and cities into launch-pads of digital transformation and industrial modernisation’; ‘Ukraine: Evaluation of the past and preparation of the future EU-funded cooperation in the area of research and innovations’, ‘Consultancy to the Cabinet of Ministers of Ukraine under the EC “Support to Research and Innovation Policy of Ukraine” project’.

Ms. Tchonkova is Chair of the Monitoring Board of the Cluster of Mechatronics and Automation. She represents Bulgaria in the EEN Steering and Advisory Group, and acts as EEN Thematic Contact Point on clusters, research and innovation as well as SME National Contact Point for H2020. She is member of the Monitoring Board of the Education and Science for Smart Growth Operational Programme (ERDF).

By educational background she holds master degrees in (i) economics and management, and (ii) construction engineer in hydro-melioration. Speaks fluent English and Russian.

Teodora Jilkova

Professional Conference Organiser

Short Bio

Teodora is a result driven Business Development professional with a notable track record of establishing international partnerships, initiating joint projects and initiatives across multiple geographic regions including – Balkans, Black Sea Basin, Western Europe, Russia and UAE. Currently based in Bulgaria, Teodora has been working for
15 years in United Kingdom, where she operated in multitude of industries including real estate, tourism and events for both B2B and B2C audience. In 2013, Teodora took part in the establishment of Consulting Cluster Veritas in Bulgaria, which specialise in the field of business consultancy, aiming to develop the market niche and create further opportunities for effective growth of the business sector in Bulgaria. Practicing as an International Relations and Event Manager for the Veritas Cluster, Teodora was leading the initiative to bring a TCI Network regional conference to Bulgaria. Following the successful bidding process, external communication, as well as local contacts with stake holders, Teodora became the conference director of the TCI Network European Conference in Sofia, March 2018.
During the last 3 years, while working closely with the Bulgarian Association of Business Clusters (ABC), she has been involved in continuous dialogues with the Bulgarian Small and Medium Enterprises Promotion Agency (BSMEPA) as well as The Ministry of Economy, regarding regional growth and clusters development.
Teodora is also a member of the Managing Board of the Health & Life Science Cluster Bulgaria, established in late 2018. She is certified ESCA Benchmarking expert and has been actively involved in the Working Group’s discussions on ECEA II and ECCP Covid-19 response forum. Teodora is working closely with ECA, participating daily in the morning meetings of European Alliance Against Coronavirus.

Peter Canciani

Leader of the CELEbio consortium

Short Bio

Peter Canciani – represents the Central European Initiative and he is leader of the CELEbio consortium. He has over 15 years practice in the implementation of external aid, with hands-on experience in the delivery of Official Development Assistance in Russia and the Balkans. In the past 8 years, he managed projects in the field of renewable energy and bioeconomy, as well sustainable mobility. Making the best of his previous teaching experience and extensive linguistic skills. He also contributes to the implementation of training, as well as to the dissemination of best practices through conferences, workshops and publications.

Nelo Emerencia

Nelo Emerencia – manages the Programming activities of Bio-based industry consortium as part of the Bio-based Industries Joint Undertaking, a €3.7 billion partnership between the EU and the Bio-based Industries Consortium. He graduated as Chemical Engineer at the Delft University of Technology. During his career, he acquired expertise in engineering & operations, economics & planning, marketing, communication & public affairs and Education & Innovation.

Georgi Stefanov

Represents WWF Bulgaria

Short Bio

Georgi Stefanov – represents WWF Bulgaria. He has led the Climate and Energy program over the last 13 years and he coordinates the CELEbio project in Bulgaria. His areas of expertise cover – development of regional and national strategies and action plans on climate, energy and green economy. He has a lot of experience on environmental management and planning, capacity building and training of public institutions, policy development and the management of public funding schemes for sustainable development. He holds a Bachelor degree in Natural and Environmental Science Management, a Master in International Alternative Tourism at New Bulgarian University and second Master “Governing Skills” at Council of Europe. He has been implementing international and transnational projects for more than 13 years at WWF and close to 20 years overall experience with project implementation at the NGO sector in Bulgaria.

Lucia Seel

International expert on clusters

Short Bio

Lucia Seel has more than 16 years of experience in international innovation and cluster policies and cluster development/management. Since 2019 she is Member of the European Cluster Expert Group of the European Commission (DG GROW).

Lucia was between 09/2015-06/2020 the Community and Content Manager of the European Cluster Collaboration Platform, an initiative of DG GROW and from 06/2020 she is the validation manager of the cluster actor profiles. Between 2016-2017 she was Community Manager of the Interreg Europe Policy Learning Platforms (Research & Innovation and SME competitiveness).

Lucia is a well-known speaker and moderator at international conferences and workshops, with a large record of presentations and moderations. She is an evaluator in the COSME programme and certified ESCA Cluster Benchmarking Expert and Gold Label Assessor. Lucia is Austrian, but Romanian born and speaks 6 languages.

As an active international person Lucia was founder and the first president of AIESEC in Romania and is now member of several large networks like TCI – The Competitiveness Institute Global Network, EWMD – European Women Management Development Network for which she acts since 11/2019 as National Representative for Austria in the International Board.

Lucia graduated magna cum laude from the Academy of Economic Sciences in Bucharest/Romania. She worked both for multinational companies such as Saatchi & Saatchi Centrade in Bucharest and Silhouette International in Linz/Austria (as area manager for South-East Asia and South Europe handling a sales budget of more than 30 Mio. Euro), as well as for small companies in Austria and public administration bodies in Austria and Romania.

Zoritza Kiresiewa

Fellow at Ecologic Institute

Short Bio

Dr. Zoritza Kiresiewa is working as a Fellow at Ecologic Institute where she focuses on bioeconomy and sustainable development. She has a strong interest in the participatory development of bioeconomy strategies and the extent to which the bioeconomy could contribute to global food security and sustainable use of resources as well as the respective consequences for the environment.

Zoritza Kiresiewa is currently coordinating the project “Bio-based Strategies and Roadmaps for Enhanced Rural and Regional Development in the EU” (BE-Rural) and is working on a research project (funded by German Environment Agency) focused on the cross-references and interdependencies of the bioeconomy to SDG2 and SDG15.

Felix Arion

General Director of AgroTransilvania Cluster

Short Bio

He is economist specialised in agricultural and rural management and rural development strategies, General Director of AgroTransilvania Cluster (Gold labelled cluster) and, the Head of Department of Economic Sciences. Obtained a joined PhD at UASVM Cluj-Napoca in consulting the agricultural and rural companies. It has been involved into 21 international research (EU funds, World Bank funds, other) and development projects (Leonardo da Vinci, ERASMUS, IP, other) projects, 2 of them as project manager and for 12 as institutional coordinator with a wide range of partners from Europe, USA and not only. It has been involved in projects with partners from Europe and Asia, and not only, for developing the supply chain for domestic producers and for international agri-food companies.

Holger Gerdes

Senior Fellow at Ecologic Institute, Coordinator of the BE-Rural Project

Short Bio

Holger Gerdes is a Senior Fellow at Ecologic Institute and coordinator of the Institute’s bioeconomy activities. He evaluates and applies participatory tools for the effective management of natural resources in the emerging bioeconomy. Having a background in environmental and resource economics, he also works on the economic valuation of biodiversity and ecosystem services and on the assessment of the socio-economic implications of environmental change. Since 2019, Holger Gerdes coordinates the project “Bio-based Strategies and Roadmaps for Enhanced Rural and Regional Development in the EU” (BE-Rural). Between 2015 and 2018, he coordinated the project “Promoting Stakeholder Engagement and Public Awareness for a Participative Governance of the European Bioeconomy” (BioSTEP). He is also responsible for Ecologic Institute’s contribution to the long-term research project Sustainable Subsoil Management as Part of the Bioeconomy (Soil³).

Christina Leucuta

Senior Advisor of CLUSTERO

Short Bio

Since 2014, Christina Leucuta is Senior Advisor CLUSTERO with over 10 years of experience in managing projects on innovation and cluster policy. Until 2013, she was Director at the Ministry of Economy-Directorate for Industrial Policies and Cluster Policy Coordinator. She has performed consultancy work for the International Labour Organization-ILO and OECD Trento on social innovation and the decent work concept and flexicurity in the Romanian TCF sectors. She was the representative of Romania in the Enterprise Policy Group-Director General within European Commission-DG Enterprise and Industry and TAIEX consultant for the Republic of Moldova and Turkey on clusters. Since 2008, Christina Leucuta has carried out research on clustering process and competitiveness, social and industrial innovation, SME promotion and value chain development. Christina Leucuta holds a Master in Economics-International Economic Relations from the Academy of Economics, Bucharest Romania and several diplomas in technology foresight for decision makers (UNIDO Viena), cluster managers training (France Clusters), European integration (Irish Management Institute).

Andrea Sulyok-Pál

Andrea Sulyok-Pál has been actively involved in the cluster development process started by the Romanian Cluster Association in the last 8 years; currently involved in the management of the PRO WOOD cluster since 2013, being responsible for project implementation, communication activities of the organization; PR activities; organizing trainings, seminars, national and international conferences and fact finding missions between clusters and SME’s. She has expertise in the implementation of more national and EU-Funded projects. Since 2012, she participated in the implementation several projects, related to business development, cluster management development, environmentally friendly solutions (SF Human Resources Programme, SF Competitiveness Programme, Start of the Danube Region). Currently she is involved in the implementation of different national and EU funded projects (Interreg Danube, Horizon 2020, CDI Funding).

Andreea Pena

Capacity Building Officer, Danube Strategy Point

Short Bio

Andreea has an academic background in public and project management. Her professional experience includes management of EU funds and has been dealing with European Territorial Cooperation programmes and projects for 14 years. After acting as National Contact Point for interregional and transnational cooperation programmes and
representing Romania in programmes Monitoring Committes, her focus moved towards macro-regional strategies. Her current position is that of Capacity building officer within the Danube Strategy Point, heaving as main focus to support the implementation of the EU Strategy for the Danube Region. Since september 2018 the Danube Strategy Point acts in two offices hosted in partnership by the City of Vienna in Austria and the Minsitry of Public Works, Development and Administration in Bucharest, Romania.

Fodor Klára

Agrofood Regional Innovative Cluster

Short Bio

Fodor Klára has been in charge of communication tasks within the Agrofood Regional Innovative Cluster since 2018. At the same time, she has been in the implementation group of the “Competitive advantage through innovation in Transylvania Textile & Fashion Cluster” project, responsible for PR activities. She established her first company in 2019 – Edit Vibes Impact – with the help of an EU-Funded start-up project, aiming to provide editing services. Her main interests and studies are from the field of philology (bachelor and master degrees), education (certificates) and entrepreneurship (certificates).
